As the site manager I would always switch on all lights upon arrival at 6.00am. I now do not do this and just wait for staff to arrive. There is usually enough daylight by this time so there is no need to switch on by this point. If I see an empty room in passing I now always switch off the lights if the room is vacant. I now do this on an everyday basis.
